Project site: West Oakland BART Station
Goal: To develop a mixed-use residential and commercial area located near an existing transit hub in order to increase transit ridership, and to attract people and businesses to the area.

Expected to begin construction: June 2020

The Mandela Station West Oakland BART Development project is an upcoming Transit-Oriented Development (TOD) project planned by the BART District and the China Harbor Engineering Company (CHEC).
​
The project will replace BART parking spaces with office and retail spaces, residential units, plazas and walkways, and a parking garage.
​
Impact: 240 out of the 762 residential units will be affordable housing* units. Another 75 units were approved in 2019. This raises concerns about designing for the existing community, as market-rate housing will likely attract residents from outside of West Oakland.

The West Oakland Transit Village Action Report (1998) identifies opportunity sites* along 7th Street and near the West Oakland BART Station for transit-oriented development projects. It recommends strategies to develop mixed-use residential and retail areas, along with adding landscaping and vegetation, and improving the streetscape, to attract residents. The report also warns that an increase in market-rate housing will likely cause displacement and gentrification.
*Opportunity sites are underutilized or vacant properties that may be used for new development.
