About

The West Oakland Specific Plan provides a land use framework that focuses on various aspects including the economic base, housing, transportation and infrastructure, sustainable development, and culture.

Objectives

  • Preserving and attracting low-impact industries that are beneficial to the community and economy

  • Creating mixed-income neighborhoods, affordable housing, and transit-oriented development*

  • Improving Bart and other transit connections with residential, commercial, and cultural areas

  • Improving streets and safety in public spaces

  • Promoting energy-efficiency in buildings

  • Revitalize "Opportunity Sites", which are areas that are currently blighted, underutilized, and/or vacant

*Transit-oriented development (TOD) refers to creating living and work environments that are located near and around public transit, thus decreasing the reliance on cars. 

Air Pollution Related Strategies

  • Enhancing the transit loop in order to connect Bart stations to the ferry, Amtrak, and buses

  • Repairing streets and sidewalks to encourage walking and biking, and to reduce traffic

  • Limiting truck routes in residential areas

  • Rezoning to consolidate industries, and move heavy industries and recycling to the Army Base, away from residential areas

Expected Implementation

Most strategies are expected to begin implementation within the next 5-10 years after the Plan was created (2014-2024)
